I like the idea and fully support what Vicky is suggesting. Perhaps, off the top of my head, I would suggest that you look at design features, for what I can assume is a pristine site, and take into account the builings orientation vis a vis the weather. Such as, having most of the natural light coming from the south and minimum windows on the north side. This would also allow you to maximise on the use of solar panels both for heating and hot water. Further you could explore the latest technology and possible technology such as solar panels that use wafer thin printed PVs or more esoteric PVs that operate at night, harvesting infra red radiation.
Designwise you could also look at internal compartmental spaces with restricted ceiling heights to minimise heating requirements and flexible useage of those spaces. 
You could also address the winter time problem of shop doors being left open to entice customers in by making all openings to the outside either double doors or rotating doors (as you see see at some airports).  
In the car park, you could ensure that all non electric &amp; hybrid cars would be given the spaces nearest to the entrance (at no charge) along with the physically impaired, while all others have to pay. 
I could go on but the list is endless and could lead you into many exciting areas. Best of luck!

The building
I like the idea of biomass heating as there is plenty available locally.  Building using recycled materials (google green building guide and BREEAM) and building for high energy efficiency would create a good example for people to see.   You could also look into rainwater harvesting.   Waste and recycling bins should be given plenty of space, so collecting waste from the shops and recycling to the max is easy.  Building with all of these features would develop the skills of local builders.     

The community
You might like to think how else the community could use the building - the money from the shops&#039; rent could support facilities like meeting rooms, kids play areas, coffee mornings for parents and old folks, religious facilities, library, points to use the internet, displays.   Building links and making a community stronger promotes sustainability... an overused phrase, but &quot;we are in this together.&quot;

How sustainable is shopping?   Google &quot;disposable fashion.&quot;   But if shops told us what we can and cannot buy they would probably be empty, and people would be doing their unsustainable shopping somewhere else.  Google &quot;choice editing&quot;   What choices could you make about the kind of shops you wanted in the shopping centre?  What rules could you make?    Is it better to provide the customer with information and let them choose?  What would happen if you invited in a lot of charity and re-use shops and ran &quot;make do and mend&quot; classes?
